This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a IT Specialist (Data Management) at the NH-2210-3 broadband level, some of your typical work assignments may include: Serving as an Integrated Event Test Team (IETT) representative to the event community to manage, operate and sustain data management processes for all MDS testing.
Utilizing database system to maintain configuration management over all test data.
Serving as a technical liaison for Data Management functions that are required to support the Missile Defense Agency Research, Development, Test and Evaluation mission Facilitates the sharing of test and analytical data, capabilities, and information between and across elements and components.
Developing and facilitating tests and analysis best practices, tools, and training. Identifying collection and repository requirements for test capabilities, facilities, instrumentation, and threat representations.
Serving as a Missile Defense System (MDS) subject matter expertise across the development of data requirements, collection, analysis, and archival subject matter expert. Participating in Integrated Product Teams (T &E IPTs ), test readiness reviews and other relevant working groups and forums to represent the interests of the Acquisition Executive.
You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 4 specialized experience listed below to be qualified: Organizing, planning, and managing data management processes and infrastructure to promote secure, rapid, and accurate collection and distribution activities.
Developing and presenting briefings and preparing technical reports in order to work on a multidisciplinary science and engineering team and advise senior management on policies and procedures.
Coordinating and strategically scheduling new and legacy data management infrastructure and/or processing requirements to include replacement and integration while minimizing risk to the MDS test schedule.
Facilitating customer relations with peers, internal to an organization, and external organizations to support planning, execution, and reporting of a major project.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There may be instances where applicants do not fully meet the competency requirements outlined in this standard but are nonetheless demonstrably well qualified to perform the work.
Agencies should exercise judgment in applying these standards, as they have flexibility to qualify an applicant with a deficit in one area if that deficit is offset by strengths in other areas identified through the job analysis. Any rationale for such deviations must be thoroughly documented.
