As a, Supervisory Human Resources Specialist, GS- 0201-14, your typical work assignments may include: Manages the planning, coordination, and implementation of the Agency's merit promotion policies and programs, including the execution of delegated examining authorities and responsibilities; Interprets complex legislative, regulatory, and policy guidance governing human resources programs and develops operational policies, strategies, and procedures for local implementation; Maintains liaison with representatives from OPM and peers in other Federal agencies to exchange information regarding human resources programs and assesses the impact of proposed regulations on the Agency; Plans and assigns work, sets priorities, provides on-the-job training, evaluates staff performance, and participates in staff selection; AND Coordinates and directs special personnel management studies and reports, develops long-range objectives, and develops and implements changes in structure, delegated authority, procedures, and coordination among OHR units.

IDEAL CANDIDATE STATEMENT The ideal candidate for this position will have extensive experience leading Federal recruitment and staffing programs, including delegated examining, merit hiring plan, pay administration, special hiring authorities, and workforce planning.
The candidate should demonstrate expert knowledge of Federal human resources laws, regulations, and OPM policies, with the ability to develop operational strategies and provide authoritative guidance on complex staffing issues.
The ideal candidate is an effective leader with experience supervising and developing high-performing HR teams, managing competing priorities, and driving organizational change.
Strong analytical, communication, and relationship-building skills are essential to collaborate with senior leadership, OPM, and other stakeholders while delivering customer-focused, compliant, and strategic human resources solutions.
MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Human Resources Specialist, at the GS-14 grade level.
Specialized experience includes: Experience administering and overseeing Federal staffing and recruitment programs, including delegated examining, merit promotion, pay administration, and special hiring authorities while ensuring compliance with merit system principles, OPM regulations, and applicable laws; AND Experience interpreting and applying Federal human resources laws, regulations, Executive Orders, and OPM guidance to develop policies and procedures, provide authoritative technical advice to senior leadership, resolve complex staffing and pay administration issues, and implement agency-wide human capital initiatives; AND Experience assigning and prioritizing work, providing technical guidance and coaching, evaluating performance, developing staff, and ensuring work is completed accurately, timely, and in compliance with applicable laws, regulations, policies, and procedures.

TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 or equivalent grade level of the federal service, is required to qualify for this position.
(NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive).
As an employee, you may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1".
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
