The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Works with senior managers to consider, draft, issue, and defend disciplinary actions related to misconduct and poor performance.
Regularly research legal matters including those beyond the scope of normal ELR issues, to include analysis, interpretation, and application of sources such as federal travel regulations, compensation regulations, purchase card policies and agreements, and the DO Security Manual to support sensitive matters impacting DO employees in the United States and abroad.
Identify and propose solutions to problems that are unique and precedent setting. Evaluate and make recommendations concerning overall program plans and objectives.
Lead or participate in the development and maintenance of DO policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects. Oversee DO contract for the Drug-Free Workplace and Employee Assistance Program.
Provide technical advice to General Counsel staff in the defense preparation of appeals, grievances, and discrimination complaints brought against DO.
You must meet the following requirements within 30 days of the closing date of this announcement. GS-14 SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following: -Advising on performance and conduct related employee issues; AND -Researching and applying case law; AND -Drafting Department/Headquarter-wide or bureau/division-wide employee relations or performance management policies and guidance.
GS-13 SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following: -Advising on performance and conduct related employee issues; AND -Researching and applying case law. The experience may have been gained in either the public, private sector or volunteer service.
One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
