This position is located in the Office of Human Resources, The functions of the office include setting personnel policy for the Endowment, directing the human resources management program, conducting related technical operations, providing management advisory services, maintaining personnel records, and preparing required reports.

Partners with the Director of Human Resources to plan, coordinate, direct, and evaluate the NEH's human resources programs and strategic initiatives. Advises agency leadership, managers, and supervisors on laws, regulations, personnel actions, employee relations, and disciplinary matters.

Oversees staff responsible for staffing, classification, employee relations, performance management, compensation, leave, benefits, records, employee development, and personnel administration. Assigns and reviews work, manages workloads, approves leave, identifies training needs, evaluates performance, and recommends awards or disciplinary actions.

Represents the NEH before federal agencies, private organizations, foundations, academic institutions, and professional societies. Evaluates HR programs and procedures, leads service-improvement projects, and promotes collaboration, feedback, team building, and productivity.

Advises management on addressing employee conduct or performance concerns and on the appropriate level of discipline and grievance procedures.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. At the GS-14 level Qualified candidates must possess:1 year of specialized experience equivalent to at least the GS-13 level or equivalent experience.

Specialized experience is experience demonstrating the ability to apply advanced human resources principles and consultative techniques to deliver comprehensive HR services and advice.

This includes leading teams on complex HR projects; gathering, analyzing, and interpreting HR data to identify trends, evaluate and resolve HR operational and workforce issues, and support data-driven recommendations; interpreting and applying laws, regulations, policies, and guidance to develop recommendations; and advising management on HR programs and operations.

Additionally, candidates should have substantive experience in at least four of the following areas: staffing, classification and position management, executive resources, pay and leave administration, learning and development, performance management, federal benefits and work-life programs, or HR information systems.
