As a Lead Human Resources Specialist, GS-0201-13, your typical work assignments may include: Leading and collaborating with management in employing change process concepts and techniques by assessing organizational readiness for change. Marketing organizational awareness and leading change initiatives.
Planning, organizing and directing team work and in negotiating effectively with management to accept and implement HR recommendations that involve substantial agency resources.
Developing recommendations for legislation that would modify the way the agency conducts its HR programs, and evaluating new or modified legislation and regulations for their impact on existing programs. Evaluating and making recommendations concerning overall plans and proposals for complex payroll and processing agency HR projects.

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the federal service, performing the following duties: 1) Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects; and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. 2) Ensures that the organization's payroll and processing strategic plan, mission, vision, and values are communicated to the team and integrated into the team's work plans, work products and service. 3) Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. 4) Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, and directives.
Qualifying specialized experience includes but is not limited to: Serving as a technical advisor on HR policy issues. Developing and implementing strategic work plans related to the implementation or enhancement of an agency's HR systems. All qualifications and eligibility requirements must be met by the closing date of the announcement.
Substitution of education in lieu of specialized experience will not be used for the GS-13 grade level. This position is being filled at the full performance level.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.

National Service Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires every employee to be reliable and trustworthy.
To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret clearance as a condition of placement in this Non-Critical Sensitive position.
