Human Resources Specialist (Staffing), NB-0201-V

As a Human Resources Specialist (Staffing), you will: Serve as an expert consultant and technical advisor to management and ensure the needs of the serviced organization are identified and met. Identify staffing and recruitment needs and advise key operating officials on the most effective means of filling staffing needs.

Create and edit templates and modify vacancy position information and create vacancy questions using an automated staffing system. Make applicant qualification and eligibility determinations. Generate reports, manage vacancies and generate referral certificates. Administer certification activities under OPM's delegated examining authority.

Coordinate and communicate employee selections, negotiate starting salaries, and take all necessary actions to bring new hires on board. Review and sign personnel actions as the approving official after ensuring personnel actions are in compliance with OPM, Treasury and OCC policies and regulations.

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11 grade level in the Federal service.

Examples of specialized experience for this position include: Interpreting and/or analyzing laws, regulations, and policies concerning human resources staffing, recruitment, and placement; And Developing job analysis, assessment questionnaires and/or creating vacancy announcements; And Assisting with performing qualification determinations and veterans' preference adjudications in order to issue various certificate of eligibles to management.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
