The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion.

You are eager to develop and maintain partnerships with agency senior executives, business units, and operational leaders to ensure leadership development programs are aligned with business needs and strategic priorities. You model best practices in leadership program design, facilitation, and stakeholder engagement.

You are motivated to represent the agency at meetings and conferences involving high-level human capital managers from industry and government, give presentations regarding agency human capital development innovations, and consider innovations from other organizations for adoption by the agency.

You have keen eye to draft and deliver executive level written and oral communications on leadership development initiatives, including program briefings, white papers, business cases, strategic plans, evaluation reports, and after-action reviews.

You are motivated to mentor and provide technical guidance to junior HR staff, leadership development coordinators, and program support personnel.

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this GS-14 position includes: 1) Experience independently developing and implementing programs for executive and managerial training that emphasize strategies for achieving an organization's long-term goals (e.g. managerial succession plans, innovative and developmental programs for enhancing leadership skills) and that are tailored to organizational strategy and competency models.

Evaluating program outcomes using qualitative and quantitative methods (e.g., surveys, 360-degree feedback, competency assessments, business impact measures); and 2) Experience independently drafting executive-level written and oral products (e.g., program briefings, white papers, business cases, strategic plans, after-action reports) on leadership development initiatives for senior leaders and executives to inform decisions, secure resources or drive organizational change; and 3) Experience independently facilitating high-stakes forums and workshops for executive and senior leadership audiences addressing topics such as organizational effectiveness, succession planning, or change management.

Employing instructional design and adult learning principles, group facilitation techniques, and changing management methodologies to drive engagement and actionable outcomes; and 4) Experience interpreting and developing policies for the accomplishment of human resources development activities/programs for an organization; and 5) Experience independently serving as a subject matter expert and trusted advisor to senior management on leadership strategy, executive talent pipelines, succession management, or organizational effectiveness, requiring a high degree of independence, judgment, and the ability to influence without direct authority.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
