Human Resources Specialist

Develop position descriptions per OPM classification standards.

Conduct evaluations through review of regular/recurring and special reports.

Issue classification evaluation decisions.

Provide guidance in the area of classification.

Responsibility for adjudication of classification appeals for all ARTRANS employees.

Participate in formal and informal discussions with operating officials.

Conduct studies in areas identified for special analysis.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes : (1) Applying OPM Classification Standards to accurately classify positions; (2) Managing and issuing classification evaluation decisions in compliance with established guidelines; (3) Analyzing position management and organizational structures to ensure efficiency and alignment with mission objectives; (4) Delivering training and providing oversight to classification staff and managers to maintain consistency and adherence to policies.

This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
