The successful candidate will perform the full range of Human Resources duties. Such duties include but are not limited to: Process and review a broad range of personnel and payroll-related actions for accuracy, completeness, timeliness, and compliance with applicable laws, regulations, policies, and procedures.

Conduct quality-control reviews and audits of personnel actions, supporting documentation, coding, authorities, remarks, effective dates, pay, and official records; identify discrepancies and coordinate corrective action.

Support the processing of within-grade increases, tenure changes, trial-period actions, awards, resignations, transfers, duty-station changes, telework-code changes, state-tax changes, military leave, student-loan repayments, and other personnel actions assigned to the team.

Apply pay-setting rules and guidance to routine and non-routine actions, including promotions, temporary promotions, transfers between pay schedules, pay and grade retention, and other pay-related matters, with guidance appropriate to the grade level.

Maintain the accuracy and integrity of information in HR systems and official records, including personnel action processing systems, electronic Official Personnel Folders (eOPFs), onboarding and tracking systems, and agency reporting tools.

Support new employee onboarding and orientation activities, including document review, I-9 verification, coordination of required forms, and follow-up on incomplete or inaccurate submissions.

Coordinate separation and transfer activities, including required personnel documentation, exit-clearance steps, records requests, and communications with employees, supervisors, staffing specialists, benefits staff, security, payroll, and other stakeholders.

Prepare, validate, and reconcile recurring reports and workload data, including entry on duty loss reports, error reports, status reports, tracking logs, and other management information.

Provide clear, timely, and customer-focused guidance to employees, supervisors, managers, HR staff, and office contacts regarding personnel processes, required documentation, status, and next steps.

Contribute to process improvements, standard operating procedures, job aids, checklists, SharePoint resources, and automation efforts that improve efficiency, consistency, transparency, and customer service.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: Specialized Experience GG-07 One year of specialized experience equivalent to at least the GG-05 grade level, or education that meets applicable qualification requirements.

Specialized experience includes assisting with personnel or administrative transactions; reviewing forms or records for accuracy and completeness; entering, tracking, or reconciling data in automated systems; responding to routine customer inquiries; and following established policies, procedures, and quality standards.

Specialized Experience GG-09 One year of specialized experience equivalent to at least the GG-07 grade level, or education that meets applicable qualification requirements.

Specialized experience includes processing or reviewing personnel actions; researching and applying HR policies, coding instructions, or pay guidance; conducting quality-control reviews; identifying and resolving discrepancies; using automated HR information systems; and providing guidance or customer service on personnel-related matters.

The ideal candidate will be able to demonstrate the following: Demonstrates exceptional attention to detail and takes ownership of accurate, timely results. Can manage competing priorities and high-volume work while meeting established deadlines. Uses sound judgment, research, and analytical skills to identify errors and resolve problems.

Communicates clearly and professionally, both orally and in writing, with customers at all levels. Works collaboratively, shares knowledge, accepts feedback, and contributes to a supportive team environment. Handles sensitive personnel information with discretion and maintains appropriate confidentiality.

Is comfortable learning and using HR systems, tracking tools, SharePoint, Microsoft 365, and automated workflows.
