You will provide limited technical over-site, advice, and guidance on the most effective alignment of LER (Labor and Employee Relations) and performance management policies to support strategic goals and objectives.
You will assist on a broad range of employee relations (ER) activities including guidance and advice to employees, leadership, program managers, other management officials and supervisors.
You will participate in labor contract negotiations that include several contracts or bargaining units.
You will evaluate performance appraisal and tracking systems; assist managers/supervisors to draft performance improvement plans, coaching agendas, training materials, and progress tracking methods
You will gather background information and prepare formal correspondence on full range of disciplinary actions.
You will independently handle concerns that often have interrelated sub-problems and issues that frequently have potentially serious mission or cost impact.
FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Providing limited technical over-site, advice, and guidance on the most effective alignment of LER (Labor and Employee Relations) and performance management policies to support the strategic goals and objectives are met; 2) Assisting on a broad range of employee relations (ER) activities including guidance and advice to employees, leadership, program managers, other management officials and supervisors; and 3) Assisting in impasse situations including the preparation of documentary material for review by a third party.
FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Providing advice and services to management on employee relations on issues pertaining to performance management, employee discipline, adverse actions, employee counseling, grievances and appeals, medical cases and FMLA (Family Medical Leave Act); 2) Serving as a performance consultant; utilizing state of the art process models to identify, evaluate, and recommend solutions to improve job performance that supports business goals and mission priorities; 3) Representing management's interests, advise management on options to achieve their responsibilities, and educate management on employee rights, including grievance and appeal rights; and, 4) Advising and assisting employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems.
