Coordinates actions necessary to ensure effective Human Resources (HR) services support for MAJCOM equivalent, HQ SOCCENT serviced Air Force personnel, to include its deployable members, active and reserve component.
Leads team that coordinates actions necessary to ensure effective Air Force Strength Management support to Commander SOCCENT and subordinate elements/commands, to include deployed subordinate command nodes. Provides Data Automation and Finance/Pay Support to the Director of Personnel.
Serves as the Manager responsible for Air Force personnel financial entitlements. Provides Senior Staff HR Management Communication. Prepares and provides information to keep management officials aware of program compliance with established regulations and guidelines
CONDITIONS OF EMPLOYMENT CONTINUED Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A nondisclosure agreement must be signed. The employee must be able to obtain and maintain a Top Secret/SCI clearance. This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, 201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the Specific program and or functional field to support Air Force SOCCENT, reporting to USSOCOM for ADCON matters and USCENTCOM for OPCON matters; knowledge of DoD, Air Force, Federal policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of military personnel program administration to support operations and perform difficult and complex work assignments; Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements for designing and enforcing systems to synchronize reporting status of Air Force personnel in the SOCCENT HQs.
Knowledge of Air Force standardized procedures and requirements relate to operating Air Force personnel programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.
Knowledge in the use of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of fundamental Air Force ( active and reserve component) personnel strength management and personnel services administration procedures and the ability to interpret and apply moderately complex regulations and procedures pertaining to a variety of personnel actions to include evaluation, personnel management, financial entitlement management, casualty and awards systems.
Wide knowledge of general Air Force personnel systems and procedures and ability to research regulations, instructions and guidance to effectively manage personnel management projects. Knowledge of the mission, roles, functions, organizational structures, management, and operation of joint, subunified command operations.
HQ SOCCENT is an Air Force heavy, joint headquarters operating in the USCENTCOM area of operations but subordinate to USSOCOM. Knowledge of AMS, CMS, vMPF, vPC, MILPDS, BLSDM, eJMAPS and Air Force strength management systems.
Skill in the application of fact-finding and investigative techniques and in the development and delivery of reports and presentations. Ability to plan, organize, and direct the staff functions and of an organization; ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
