Budget Analyst

Formulate complex multi-appropriation command budgets and programming documentation to justify Program Objective Memorandum (POM) and Future Years Defense Program (FYDP) requirements.

Monitor the execution, obligation, and disbursement of program funds to identify reprogramming actions, shortfalls, and operational budget adjustments.

Reconcile accounting ledgers and commitment/obligation records within automated financial systems to ensure compliance with fiscal law, appropriation guidelines, and bona fide need principles.

Develop analytical briefings, information papers, and financial reports to provide decision-making support and recommendations to senior command leadership.

Specialized Experience GS-11: One year of specialized experience which includes: 1) assisting in formulating and executing budget estimates; 2) tracking obligations and expenditures; AND 3) processing transactions in automated financial systems.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-12:One year of specialized experience which includes 1) formulating, analyzing, and justifying multi-appropriation budgets; 2) monitoring fund execution to resolve shortfalls or reprogramming needs; AND 3) reconciling ledgers and obligations in automated financial systems in compliance with fiscal law.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). For GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
