As a Budget Analyst you will: Perform complex budget development, formulation and/or execution functions for the bureau's programs and administrative budget. Monitors, reviews and reconcile commitments, obligations, reimbursable orders, etc.
Assures that obligations incurred and resulting expenditures on funds are in accordance with pertinent laws and regulations. Identifies issues and provides recommendations for resolution of complex problems. Work with the Bureau's leadership in the development of annual work plans and schedules for the execution of approved budgets.
Recommends reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and legislative mandates. Review, analyze and interpret existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins.
Provides authoritative interpretation, advice and assistance to leadership and other appropriate staff. Maintain complex databases, registers, and other accounting/tracking systems employed by the organization. Tracks obligations, expenditure and the flow of funds. Ensures fund availability for the processing of obligating documents.
Represents the Bureau in intra- and inter-departmental meetings or similar points of contact with internal and extremal representatives and responds to inquiries where appropriate.
Monitor the execution of the approved operating budget for assigned program areas to assure that funds are properly allocated and are being obligated in a timely and effective manner in support of CEBI program objectives.
Incumbent is responsible for monitoring, reviewing and reconciling commitments, obligations, and overall expenditures for all funded programs.
WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing or ALL of the following: Performing complex budget development, formulation, presentation, and justification functions for substantive programs or administrative budget areas.
Developing and presenting budget estimates, projections, and submissions adhering to requirements, guidelines, and financial objectives. Resolving complex issues to support budget formulation, administration, and presentation. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
