As an Policy Analyst, at the GS-13 level, you will perform the following duties: Coordinating and implementing a variety of law enforcement, immigration, and/or administrative policy initiatives.
Participating in Policy Unit planning activities and recommending future law enforcement and immigration policy objectives and improvements in collaboration with the agency's subject matter experts.
Drafting and editing directives, delegations of authority, memoranda of agreement, official guidance documents, and other applicable law enforcement, immigration, and/or administrative policy documents.
Working closely with subject matter experts, both internal and external to office, making recommendations to managers, and preparing strategies to address and resolve issues that may have little or no precedent AND Working with program representatives and external stakeholders to resolve complex and conflicting ideas and elevating controversial issues to the supervisor as appropriate.

You qualify for the GS-11 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Assist in coordinating and/or implementing law enforcement, immigration, and/or administrative policy initiatives; Assist with drafting law enforcement, immigration, and/or administrative policies and directives; AND Assist with the legal research that contributes to the preparation of guidance or policy documents for law enforcement, immigration, and/or administrative policy operations; OR Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, abilities necessary to perform the work of the position I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years.
I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Conducting legal research that contributes to the publication of guidance or policy documents for law enforcement, immigration, and/or administrative policy operations.
Collaborating with internal and external stakeholders in drafting and updating law enforcement, immigration, and/or administrative policies and directives. Developing and reviewing law enforcement, immigration, and/or administrative guidance materials, resource guides, policy memorandum, policy manual sections and policy instructions.
You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Leading the coordination and implementation of law enforcement, immigration, and/or administrative policy initiatives.
Independently drafting and updating law enforcement, immigration, and/or administrative policies and directives.
Developing professional written materials and delivering oral briefings to leadership; and Collaborating with stakeholders to address and resolve complex law enforcement, immigration, and/or administrative policy issues that have little or no precedent. Qualification requirements must be met by the closing date of this announcement.
