Management and Program Analyst (Data Steward)

As a Management and Program Analyst (Data Steward) your duties will include but are not limited to the following: Designs and leads broad, complex management studies using qualitative and quantitative methods to evaluate USWFS program effectiveness.

Develops long-range program plans, goals, and performance criteria, and recommends major changes to USWFS program activities involving substantial agency resources. Evaluates the impact of new or modified legislation on USWFS programs and translates it into program goals, actions, and recommendations.

Develops program reporting systems and the data needed to manage programs, and analyzes budget projections and resource requirements.

All qualifications must be met by the closing date of this announcement-09/28/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Minimum Qualification For the GS-13 level: At least one year of specialized experience equivalent to the GS-12 level, or higher, in the Federal service, or equivalent, which includes all of the following: Examples of specialized experience include: Experience applying qualitative and quantitative analytical methods to evaluate programs, analyze management processes, identify operational issues, and develop recommendations to improve program effectiveness.

Experience applying laws, regulations, and policies; conducting program studies; developing performance measures and reporting requirements; analyzing complex data; preparing reports and briefings; collaborating with stakeholders; and applying basic budget and resource management principles to support program planning and objectives.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
