PROGRAM ANALYST

1. Serves as the Project and Budget Management Lead. 2. Serves as the Squadron's Portfolio Manager. 3. Serves as the Squadron's Resource Manager. 4. Stakeholder Communication and Risk Management.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: Managing technical projects or analytical portfolios within an intelligence, aerospace, scientific, or defense engineering environment; Formulating, monitoring, and executing organizational or project budgets, tracking expenditure rates, and mitigating financial variances; and Coordinating requirements with interdisciplinary teams (scientists, engineers, intelligence analysts) and support contractors.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of project management principles and methodologies, including planning, execution, monitoring, and closure, with specific application to complex technical projects in an S&TI environment.

Knowledge and skills in developing and managing project budgets, tracking expenditures, identifying variances, and justifying resource requests to ensure projects remain within allocated funding. 2.

Knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations; ability to interact with these organizations professionally to convey intelligence production assessments and exchange information relevant to new and ongoing intelligence analysis efforts. 3.Knowledge of contracting principles and procedures, including the ability to effectively schedule and program new and ongoing contract efforts, provide technical input for statements of work, and evaluate contractor performance.

Skill in communicating effectively, both orally and in writing, with diverse audiences, including scientists, engineers, intelligence analysts, management, external stakeholders, and squadron and center leaders. 4.

Skill in developing and maintaining detailed project schedules, incorporating realistic deadlines and milestones, and proactively adjusting plans to address unforeseen challenges. 5. Ability to lead and motivate interdisciplinary teams of technical experts, fostering a collaborative environment and effectively resolving conflicts within the team. 6.

Ability to analyze complex data and technical information related to ballistic missile intelligence analysis projects to identify potential risks, develop effective mitigation strategies, and solve technical problems that arise during project execution.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
