PROGRAM ANALYST

You will be accountable for developing, recommending, defending, and presenting annual Program Objective Memorandum (POM) submissions.

You will be responsible for compliance with annual POM guidance to sustain strategic and conventional forces readiness for multiple COMSUBLANT accounts.

You will be responsible for Ship Operations (1B1B), which establishes the funding requirement for SUBLANT claimancy of strategic and conventionally armed submarines.

You will be responsible for Ship Combat Support (1B2B), which establishes the funding requirement for the logistical support of strategic and conventional armed submarines mission execution.

You will be responsible which establishing requirements for all functions associated with the command element (e.g., civilian personnel compensation, staff travel, staff consumables, service contracts, etc.), for HQs Management (1C6C).

You will be responsible for establishing requirements for the development and maintenance of tactical doctrine in Warfare Tactics (1C4C).

You will serve as the principal analyst on the staff responsible for capturing and tracking seam issues not addressed in prior POM cycles.

You will be responsible for identifying and validating requirements growth.

You will be responsible for collecting and integrating data in support of the Joint force Readiness Review.

FOR THE GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience with Navy and Department of Defense processes in the Planning Programming Budget Execution (PPBE) system, events and milestones for Submarine Force Programs.

Experience and ability to assess, compare, and prioritize requirements in a constrained funding environment for Submarine Force Programs. Employee must evaluate risk across force structure, readiness, wholeness, and capability requirements for Submarine Force Programs.

Experience and knowledge of the Navy's Program Budget Information System (PBIS) Hybrid, Web-Based Appeal Database (WeBAD) data structure, web interface, query and report capabilities for Submarine Force Programs.

Experience and considerable inter-personal communication skills in collecting, presenting, and defending analytical results and negotiating favorable application of external guidance to Submarine Force programs. Experience and proficiency in the use of Microsoft Word, Excel, and Power Point software applications.

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
