As a Management and Program Analyst, you will perform the following duties: Assists the Office of Acquisition Management with contract management, equipment management, service ticket coordination and inventory activities through the Department Of Commerce's personal property system.

Provides support to staff and management in troubleshooting for tools such as Office 365, SharePoint, Power BI, and Power Automate. Conducts data analysis of acquisitions and financial assistance data using Tableau and Power BI to produce dashboards and reports that inform decisions, measure performance, that align with departmental priorities.

Supports the acquisitions systems and tools that include the Procurement Request Information System (PRISM) and the GSA's Integrated Acquisition Environment (IAE). This position includes contract management responsibilities, ensuring contractual requirements are met and properly documented.

The role involves monitoring contractor performance, invoicing, coordinating with stakeholders, and addressing contract-related issues to support successful execution.

This Job Opportunity Announcement may be used to fill other Management and Program Analyst ZA-0343-3, FPL 4 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under the Department of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band. The ZA-3 is equivalent to the GS-11/12 grade levels.

To qualify at the ZA-3 level, you must meet the following: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 (or GS-9 equivalent pay band) in the Federal service.

Specialized experience is defined as: Operating experience as a contract specialist, agreements specialist, contracting officer representative or other user type in acquisitions systems, including contract writing systems such as the Procurement Request Information System (PRISM) and GSA's Integrated Acquisition Environment (IAE).

Performing data collection and analysis to describe and summarize data using simple frequencies, cross-tabulations, pivot tables and graphs. Providing troubleshooting support on tools such as Office 365, SharePoint, Power BI, and Power Automate.

AND Performing contract management, equipment management, service ticket coordination and inventory activities through government personal property system. -OR- SUBSTITUTION OF EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
