You will research, review, analyze, and interpret OPM, DoD, and NAVSEA policies that impact personnel.

You will use comprehensive knowledge of theories, concepts, and principles of personnel management.

You will analyze and measure effectiveness, efficiency, and productivity of substantive administrative and technical programs which are critical to Shipyard operations.

You will direct the maintenance of records, statistics, and data on personnel and administrative programs.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience conducting research to generate and present a variety of historic/background information and supporting data as required. Experience coordinating with managers in planning and developing extensive management policies and programs.

Experience analyzing data, recommending program changes, determining and implementing procedures and assuring compliance with program intent. Experience drafting supplemental administrative policies and procedures to initiate changes required by the update in program operations.

Experience analyzing problems and recommending and persuading senior level managers to implement process changes to improve performance, efficiency, economy and effectiveness of the organization.
