The Supervisory Program Analyst work under the direction of the Division Manager, Aerospace Medical Certification Division (AMCD), a national Office of Aerospace Medicine (AAM) program.

The work of this position includes a mixture of routine and complex projects/programs based on the objectives of the Medical Systems Branch and the Records and Correspondence section.

Exercises managerial authority including establishment of work priorities; assignment of tasks; monitoring and evaluating performance of organizational units; supervise professional, technical and clerical employees to determine success in achieving objectives; interview and hire personnel; identify training opportunities; coaching and staff and organizational development; managing requests for leave; and taking appropriate corrective/disciplinary actions as necessary.

Supports AMCD in the development, administration and operation of programs, plans, policies, procedures, safety management systems, quality management systems, and environmental system control for accomplishment of the Division¿s mission.

Participates in strategic planning and communicating the organization¿s vision and objectives in the development, administration and operation of program plans, policies, procedures, and controls in compliance with congressional authorization, federal rules and regulations, agency orders, and guidelines.

Applies advanced knowledge of budget, human resource and other administrative policies and procedures; applies advanced understanding of the objectives of the line of business by providing direct support to various physician panels, including cardiology, neurology and oncology, on a regular basis that supports airmen certification processing, Federal Air Surgeon guidance, and AAM policy development.

Establishes, evaluates, administers and maintains standards and procedures to ensure an effective and efficient medical certification processing system for electronic transmission of the Application for Airman Medical Certificate or Airman Medical and Student Pilot Certificate, medical data and required ECGs by exercising delegated authority to represent the division on various program systems, such as the quality management system, safety management system, and environmental management system.

Provides oversight to the Program Analyst responsible for performing day-to-day contract administration duties as the Contracting Officer¿s Representative (COR) for the Administrative, and Technical and Clerical Support Services contract.

Confers directly with AAM managers, including the Federal Air Surgeon, the Senior Regional Flight Surgeon, the Policy Division Manager, and others on a regular basis to provide recommendations and guidance on the interpretation of medical records in different formats, including digital, hard-copy and microfiche and the analysis of performance metrics supporting medical systems applications, certification procedures and manpower allocations.

Works with other agencies, FAA contractors, and members of the government performance community for best practice solutions for recommendation to senior-level executives. Develops formal briefing packages and reports for senior-level executive presentation to the Federal Air Surgeon.

Performance is typically reviewed by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Provide briefings and reports on program/project requirements and status.

Represent AMCD as senior authority in cross-organization data privacy, records management, and data collection/storage of millions of airmen certification records from the 1960s to present.

Identify, define, and communicate AMCD business and IT requirements and is a participant on AMCD, CAMI, and AAM¿s on-going Business Process Reengineering Program initiatives.

Reference OPMs Group coverage Qualification Standard for Administrative and Management Positions. TO QUALIFY AT THE FV-J (FG/GS-14/15) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes managing medical projects; working with digital and electronic medical files, records, and forms; preparing briefings and reports for presentation; and knowledge of budgets and administrative procedures and policies.
