Assesses the organization and other supported offices to determine long-range functional manning requirements.
Maintains surveillance for the Directorate and other supported offices by studying workload surveys and evaluating and analyzing the disciplines and related specialized skill requirements for changing programs and missions of the Directorate and other supported offices.
Evaluates and recommends programs and processes to achieve strategic goals and objectives. Recommends and implements new policies, practices, and procedures that provide responsive direction to Directorate and other supported offices.
Participates in special initiatives, projects, and reviews applying analytical skill and expertise to improve processes for the Directorate and other supported offices.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.
Specialized experience is experience in determining long-range functional manning requirements, analyzing workload surveys and specialized skill needs for evolving missions, and applying evaluative techniques to measure and improve organizational productivity and operational processes.
Experience also includes utilizing systems such as the AFLCMC Resource Management Information System (RMIS) for strategic workforce planning, implementing integrated civilian and military human resource solutions, recommending policy improvements, and communicating workforce strategies to align with Directorate and AFLCMC goals.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness of Directorate and other supported offices operations.
Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the Directorate and other supported offices and Air Force Life Cycle Management Center (AFLCMC).
Knowledge of management and organizational principles and practices along with a knowledge of human resource functions. e.g., civilian personnel, military personnel, and manpower, to develop and implement integrated approaches and solutions to significant human resource concerns and issues.
Skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall Directorate, other supported offices, and AFLCMC goals.
Ability to utilize the AFLCMC Resource Management Information System (RMIS) to develop and utilize various reports in the analysis of human resource information necessary for strategic workforce planning. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
