FINANCIAL ADMINISTRATION & PROGRAM ANALYST

You will perform or advise for work on any of the phases or systems of financial budget administration.

You will formulate budget and estimate to support plans, programs, and activities, include presenting and defending budget estimates before authorities; review and evaluate budget requests, control, and reporting of obligations and expenditures.

You will analyze and recommend costs and benefits of alternative methods of financial management for the organization's programs and administrative operations.

You will provide advise on effective and efficient methods for the use of funds to support the organization's programs and activities.

You will attend meetings with managers and supervisors to help formulate and present management improvement plans and strategies.

You will assist in drafting/editing internal budgets implementation guidance/procedures in support of Program Objective Memorandum (POM).

You will review and comment on management financial plans, annual budget, and proposals.

You will plan and propose methods to acquire information needed to ensure management programs/projects are improved, and monitor problem areas to measure progress toward reaching objectives in an efficient, effective, and economical manner.

Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the federal service, or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: analyzing the advanced qualitative and quantitative analysis of federal planning, programming, budgeting, and execution (PPBE) structures, automated financial systems, and legislative impacts to deliver data-driven budget exhibits, model complex projections, and provide strategic financial recommendations within a federal operations organization.
