Management and Program Analyst

Some of the major duties you will perform include but are not limited to the following: Administer and Manage ArcGIS Online. Works with customers, stakeholders, subject matter experts, and specialists across the Service to define requirements and develop geospatial and data management processes/workflows/tools to support the Mission of the Bureau.

Supports enterprise geospatial operations through automation of tasks within web, cloud, and desktop-based environments, including customization using FME and Microsoft tools such as SharePoint and the Power Platform.

Collaborates with system architects, business users, project managers, and other developers, and the full geospatial community to achieve desirable solutions for new geospatial tools.

Provides Service offices/regions with on-demand geospatial services consulting and support (analysis, scripting, geoprocessing, database design, and technology assistance). Develops training programs and user manuals, implements project plans, facilitates training, and reports results of all design and content upgrades.

Assists desktop and enterprise geospatial customers with troubleshooting issues and routes requests for support to appropriate helpdesk. This includes assisting customers with GIS Enterprise deployment issues and with communicating troubleshooting guidance related to platform components such as licensing, tools, storage, networking, and security.

Stays abreast of emerging IT and geospatial technologies, advises and implements new technologies for improvement and advancement of applications relevant across the Service. Serve as a liaison between FWS staff and IT groups to translate requirements into solutions to meet business needs of the Service.

To qualify for this position, you must meet the following minimum qualifications: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors).

Examples of specialized experience may include: ESRI Software Suite; leveraging the MS Power Suite and SharePoint; working with national, regional, and field staff to develop geospatial and data management requirements, project roadmaps, and deliverables; experience with relational database management systems (RDBMS) including SQL Server, Oracle, and/or PostgreSQL; creating and managing geospatial web-based products and data as well as Extract, Transformation, and Load (ETL) protocols; geospatial, database, and data management concepts; working with IT principles, permissions, security concepts within the Microsoft cloud and desktop environments.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
