Maintenance Mechanic General Supervisor

Tour of Duty: Monday - Friday 6:00 a.m. – 2:30 p.m. Hours may change due to operational needs of management. ***This Vacancy is limited to Current Architect of the Capitol Employees Only Please Note: The selectee will be designated as an “Emergency Essential Employee” and will be required to work in emergency situations.

Supervisory and Managerial Responsibilities: Provides broad instructions, priorities, policies, and time limits for maintenance, repair, new construction and renovations. Review work to ensure that quality, quantity, deadlines and safety requirements are met.

Supervises workers through subordinate leaders and/or supervisors in accomplishing the work of the organizational segment or group. Plan use of subordinate workers, equipment, facilities, and materials on a yearly basis. Establish deadlines, priorities, and work sequences.

Identifies work related problems, such as excessive costs or low productivity and determine causes and implement corrective actions to resolve. Recommend solutions to staffing problems, engineering requirements, and work operations. Prepares performance standards and formal appraisals for subordinates.

Select and/or participate in the selections for vacancies. Recommend disciplinary actions, promotions, reassignments, awards and other personnel actions. Investigates grievances and complaints; resolve them informally; and notify supervisors of important/serious ones.

Performs administrative and technical supervision necessary for day-to-day significant operations. Provides advice, counsel, and instruction to staff regarding work assignments and administrative matters.

Utilizes a thorough knowledge of and compliance with applicable Occupational Safety and Health Administration (“OSHA”), Office of Congressional Workplace Rights, and AOC safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Provides or receives training, either on the job or in a classroom setting, to ensure all direct reports know how to use required Personal Protective Equipment (“PPE”). Routinely checks to verify that subordinates are using all required PPE.

Leadership Responsibilities: Provides professional leadership and administrative direction through subordinate supervisors and/or team leaders. Outlines overall responsibilities, makes assignments, sets priorities and provides professional, technical and administrative advice and assistance as required.

Plans organizational structure and staffing needs, determines types of jobs required, assigns duties to key subordinate positions. Reviews and approves justifications for personnel requirements, reviews and approves job descriptions and selects key employees.

Resolves complaints and grievances within scope of authority and refers others to higher authority with appropriate recommendations.

Maintains effective communications with subordinates to ensure a mutual understanding and support of policies, procedures and other management actions; seeks suggestions from employees; ensures participation in mandatory training. Advocates actions to provide for employee career growth, as well as skills enrichment through continual training.

Complies with and trains subordinates on all safety regulations and practices. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.

You must meet the following SCREEN-OUT(S) required for this position: Ability to supervise the trades, crafts, and labor functions of construction, renovation, installation projects and maintenance and repair projects.

WS-15: Must possess relevant experience and analytical skills to perform on the job, as well as the functional and technical skills required of the role, to include: - Knowledge of the facilities management, building systems, construction, and contracting practices used in conducting business process analyses. - Communicate orally and in writing with people of diverse backgrounds and experience is critically important. - Evaluate and recommend ways to improve the effectiveness and efficiency of operations; and - Analyze organizational and operational problems, build cohesive coalitions both within internal and external clients, and improve morale through leadership.
