WHAT YOU'LL BE DOING DAY TO DAY As an ACCOUNTANT (SYSTEMS), you will: Independently plan, prioritize, and complete complex accounting assignments supporting enterprise financial operations. Record, reconcile, validate, and monitor financial transactions across multiple enterprise financial systems.
Investigate financial discrepancies, determine root causes, and implement corrective actions to resolve complex accounting and system issues. Provide technical guidance, prepare audit documentation, and support internal controls to ensure audit readiness and accurate financial reporting.
Lead process improvement initiatives, collaborate with stakeholders, and implement system enhancements that improve financial operations and internal controls.
WHAT WE ARE LOOKING FOR Basic Qualifications:You must meet the basic requirements listed below and also meet the minimum qualifications requirements. Basic Requirements A.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.
Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Minimum Qualifications for GS-11: You must have one year of specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Analyzing and reconciling financial data across multiple systems to ensure accuracy and completeness.
Investigating discrepancies and irregularities, determine root causes, and implement corrective actions.
Contributing to financial reporting, process improvements, and audit readiness with limited supervision. -OR- Education: Successful completion of at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination: Successful completion of a combination of graduate-level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements.
The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Minimum Qualifications for GS-12: You must have one year of specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Leading analysis and resolution of complex financial discrepancies and account issues.
Analyzing and reconciling complex financial data to ensure accuracy, consistency, and compliance with accounting principles and policies. Preparing and presenting financial reports, analyses, and trends to support leadership decision-making and communicate results to stakeholders.
Overseeing reconciliation processes and evaluating system outputs to ensure accuracy and reliability. Recommending and implementing process improvements that strengthen financial integrity and operational efficiency. Minimum Qualifications for GS-13: You must have one year of specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Performing advanced accounting assignments independently while managing competing priorities and deadlines.
Utilizing multiple accounting systems to post, track, validate, and reconcile financial transactions and records. Investigating and resolving complex discrepancies, unusual balances, and cross-system issues by identifying root causes and implementing corrective actions.
Providing technical guidance to staff and support audit readiness through documentation, internal controls, and accurate financial reporting. Leading process improvement initiatives and collaborating with stakeholders to enhance efficiency, strengthen controls, and improve overall financial operations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience.
