Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies.
Serve as the Supervisory, Senior Accountant, utilizing a professional knowledge of accounting principles and procedures to establish Agency policy to ensure compliance and uphold the integrity of DCMA's financial data.
Serve as a fiscal subject matter expert and uses discretion and expertise to lead the Team in developing an internal control program that supports the DCMA goal of obtaining and maintaining an unqualified financial audit opinion.
Identify material weaknesses and best practices, reaches acceptable solutions to disputed audit recommendations, tracks and coordinates the timely implementation of corrective actions plans, and ensures successful audit follow-up
Review, analyze, and validate industry financial data and develop and coordinate surveys and systems for gathering, analyzing, and validating data.
Control programs, identify problem areas, and develop solutions to improve financial operating program effectiveness.
To qualify for a Supervisory Accountant (Staff), your resume and supporting documentation must support: Basic Requirement: A Bachelor's Degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration.
OR A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution.
Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; b.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c.
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position.
To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector.
Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes: Overseeing, guiding, managing, and ensuring fiscal compliance with laws and regulations related to management accountability and control. Providing expert advice in the specialized area of accounting, developing policies, and financial management program goals.
Conducting financial analyses, audits, and/or investigations of major foreign and/or domestic businesses. Resolving complex or unique accounting discrepancies in reported data.
Experience with providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment.
