Logistics Management Officer - VISN Chief Supply Chain Officer

Major duties include but are not limited to: Responsible for administrative and strategic direction of the supply chain, to include budget execution, for VISN-wide logistical programs.

Oversees and manages strategic planning, auditing, quality assurance, and program compliance and oversight of all SCM programs and inspections as well as various activities designed to enhance the mission of the affected VISN and its facilities.

Identifies all activities involved supporting the needs of supply chain, including capital asset planning, lifecycle management of equipment, strategic sourcing of commodities such as clinical supplies, maintenance supplies and service, subsistence, medical gases, and durable medical equipment and services for inpatient and inpatient services home care.

Conducts Supply Chain audits, compliance reviews, and program effectiveness/efficiency reviews based on self-developed and nationally developed standards of all VISN facilities.

Maintain VISN supply chain program standards by establishing a training program, developing a curriculum, creating training opportunities, and developing standard tests designed to enhance the skills and abilities of their Medical Center's supply chain staff.

Mentor and guide Facility Chief Supply Chain Officers (FCSCOs), and other VISN and facility Supply Chain personnel, including interns resulting from the National Logistics and Acquisition Training Programs. Oversee delegated purchasing authority within the purchase card program for all clinical supply and equipment items.

Assists with acquisition support activities and the acquisition staff with Advanced Procurement Planning (APP), evaluating products and services for award, championing the use of standardized products through management of awarded contracts, ensuring receipt documentation is properly executed for payment, facilitating achievement of socio-economic program goals, and leveraging the VA's influence in the healthcare marketplace.

Manages multi-million dollar budgets for staff training, equipment (both capital and non-capital), assigned staff salaries, and special projects.

Directs the VISN supply chain management operations that involve planning, coordinating, and evaluating Supply Chain actions required to support VHA's operational readiness efforts and Regional Readiness Center (RRC) program. Provides direct supervision to employees performing various duties supporting the Supply Chain Program throughout the VISN.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You must qualify based on your experience as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Logistics Management Officer.

Qualifying specialized experience includes application of enterprise supply chain management principles; developing acquisition strategies to plan and carry out long-term pre- and post-award acquisitions; interpreting policies to solve unprecedented and unpredictable problems; forecast planning and/or budget execution; performing critical decision-making and policy development responsibilities; developing a wide range of written products (such as reports, briefings, presentations) on highly sensitive, complex subjects; and performing various lead/supervisory duties such as assigning or reviewing work, evaluating quality standards, providing advice to employees, etc.

Driver's License Required: Candidates must possess and maintain a valid State motor vehicle operator's license. Applicants also may be required to pass a practical road test and provide information on their driving record. The work requires long periods of sitting and working on a computer terminal. It will require travel to VHA medical centers and facilities. It occasionally requires carrying light objects such as laptops, files, books, and paper.

Work Environment: The work is performed primarily in an office environment and involves ordinary risks, which require safety precautions typical of an office. The work area is adequately lighted, heated, and ventilated.
