Senior Level Research Statistician

Provides expert advice to senior management on developing survey methods, policies, and standards to ensure BLS survey programs meet the highest quality standards. Oversees and participates in major research projects on complex survey methods problems, applying advanced statistical and behavioral science theory to develop improved design methods.

Directs and conducts research to improve survey instruments, data collection procedures, and user-friendly computer systems, often through investigation in unexplored areas. Serves as principal advisor on questionnaire design, data collection methods, human-centered design, non-sampling error, and bias analysis across BLS programs.

Mentors statistics and behavioral science researchers by providing guidance on advanced research topics and presenting seminars or short courses to BLS staff. Establishes and maintains professional relationships with BLS staff and outside experts to facilitate collaboration on survey methods research.

Applicants must meet all eligibility and qualification requirements upon the closing date of this announcement. Candidates must demonstrate at least one year of specialized experience related to the position that is comparable in technical breadth, scope, and complexity to the GS-15 level.

MTQ 1: Demonstrated mastery of behavioral science principles and the application of survey methodology to initiate, plan, and guide research and evaluation projects aimed at improving existing survey and administrative data programs.

This includes experience serving as a lead researcher, leading empirical research and synthesizing findings, developing research protocols, evaluating survey collection instruments and procedures, mentoring new and junior researchers, presenting complex and technical findings to technical audiences, and advising senior executives on advanced research topics.

MTQ 2: Demonstrated ability to make fundamental research contributions that measurably improved data quality, improved data collection efficiency or response, reduced burden, or improved the respondent/user experience.

This includes experience identifying and investigating novel areas of research or pursuing new methods or unexplored areas influencing survey methods. Skill is demonstrated by a sustained record of presentations, publications, and leading stakeholder engagement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
