You will serve as a Statistician and be responsible for providing statistical information to all divisions within the Office as well as to boating safety professionals nationwide; coordinating the development of risk-based measures of program effectiveness; and also serving as the boating accident report data coordinator/analyst..

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Coordinating the collection and analysis of boating incident report data for the fifty States, five U.S. Territories and the District of Columbia.

Writing policy guidelines for staff analysts who collect, abstract, and import State accident data. Managing the National Boating Accident Report Database (BARD) System.

Conducting statistical analyses of accident data, prepares clear analytical reports, responding to data inquiries, and presenting findings to senior leadership to explain key boating accident trends. Compiling all statistics and serving as the author of the Coast Guard Boating Statistics report.

Serving as the USCG liaison of a NASBLA committee (ERAC). Coordinating and performing special and complex boating accident studies on causes of accidents, education, boat manufacturing, and regulatory purposes.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: EDUCATION: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR Combination of education and experience -- courses as shown above, plus appropriate experience or additional education.

The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Evaluating program policies, measurement data, or survey data to identify trends and assess outcomes to develop evidence-based recommendations for decision makers or stakeholders.

Providing expert statistical consultation to support process improvement, quality assurance, or program evaluation initiatives including advising on study design, sampling methodology, and interpretation of analytical results.

Presenting statistical findings to a wide range of audiences including professional associations, agency representatives and more. Writing relational database management programming code using parameters.
