Nurse (Case Manager)

This Nurse (Case Manager) position is located in the Chief Medical Officer branch, Human Capital - Employee Readiness division, under Mission Support, Transportation Security Administration, Department of Homeland Security (DHS).

Duties include but are not limited to: Serves a leading role on DCMO's small team of experts in evaluating employee's and candidates' medical fitness.

Works almost autonomously, with minimal supervision from TSA physicians, in using medical knowledge and nursing discretion in applying TSA medical evaluation, case management and medical records protocols when assessing an employees' or candidates' medical records and information submitted by the employee's medical provider for the purpose of making medical determinations.

Employs expert level (RN) medical proficiencies in making independent decisions for requesting the additional medical information or medical records suitable for making case determinations and when making or operational recommendations to TSA physicians.

Serves as a lead technical expert for the coalescing of medical interpretation with position specific essential job functions to determine the underlying correlation between a recognized medical conditions and safe and effective job performance.

In addition to the minimum qualifications described above, you must meet the following mandatory education requirement and the specialized experience to be considered qualified for the position: Mandatory Education Requirement: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required.

This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S.

Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link).

In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower band level.

To qualify for the SV-J Pay Band, you must have one year of specialized experience at the SV-I in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience is defined as: Experience providing occupational health support to security personnel, including medical clearances and work restrictions. Experience assisting with fitness for duty and FMLA.

Experience coordinating with healthcare professionals, human resources staff and management officials in order to develop solutions to employees with medical conditions that could interfere with their job functions. Credit for experience is given based on a 40-hour workweek.

Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
