PROGRAM MANAGER

You will serve as an Environmental expert and will be responsible for leading and managing many aspects of the BRAC Environmental Program.

You will lead and manage the annual gathering of environmental requirements and supporting cost estimates in the NORM (the Normalization of Data) database.

You will provide oversight for the maintenance and operations to the NORM database hosted by NAVFAC's Information Technology Center.

You will provide management oversight for the numerous Knowledge-Based Corporate Reporting System (KBCRS) reports throughout the year to DoD that reflect program costs and milestones.

You will lead environmental programmatic initiatives, tiger teams and technical efforts across the PMO.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) leading coordination and negotiations with federal and state regulatory agencies (e.g., EPA, state environmental departments) on complex programmatic or funding issues; and preparing written products-including briefs, point papers, reports, and correspondence-to present and defend program decisions to senior DoD, DON, or Congressional stakeholders.2) Experience leading environmental program management for a complex federal environmental restoration or compliance program, including developing and validating cost estimates, tracking milestones (such as RIP and RC), and preparing programmatic reporting for senior leadership and Congress 3)Experience analyzing and resolving complex program-level challenges, including reconciling system-to-system financial execution data, addressing budget shortfalls, and developing strategic workarounds to ensure environmental cleanup milestones remain on schedule.4)Experience directing federal environmental financial reporting processes, including POM budget formulation, Environmental Liabilities (EL) reporting, and ensuring data integrity across national-level tracking systems (such as NORM and KBCRS) to meet federal audit-readiness standards.5)Experience interpreting and applying federal environmental laws, regulations, and policies (e.g., CERCLA, RCRA, NEPA, SARA) to guide, evaluate, and report on environmental restoration, compliance, or real property disposal programs at an enterprise level.
