As a Supervisory Program Management Specialist, you will: Advise senior leadership on program policies, operational issues, and organizational priorities. Evaluate emerging issues, recommends strategic solutions, and ensures program initiatives align with agency goals and legislative requirements.
Serve as a principal advisor on the impact of new policies, regulations, and organizational changes on program operations. Lead program evaluations, organizational studies, and operational analyses to assess effectiveness and identify opportunities for improvement.
Develop and implement policies, procedures, and management strategies that enhance program performance, improve efficiency, and strengthen organizational effectiveness. Represent the organization in meetings, negotiations, and discussions with HHS leadership, Federal agencies, Congress, state, tribal, local, and external partners.
Build collaborative relationships, provides authoritative guidance, and promotes consensus on issues affecting program implementation and organizational objectives. Direct the work of professional and administrative staff by establishing priorities, assigning work, evaluating employee performance, and supporting workforce development.
Ensure effective use of organizational resources, foster employee engagement and accountability, and promote compliance with merit system principles and Equal Employment Opportunity requirements.
WHAT WE ARE LOOKING FOR Division of Sponsor Administration Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Managing professional staff, including planning and assigning work, evaluating performance, resolving employee concerns, identifying training needs, and implementing process improvements.
Leading large-scale programs in a dynamic environment, including restructuring operations, reallocating resources, and shifting priorities to meet evolving mission requirements. Formulating and implementing program evaluation methodologies and directing studies related to organizational policies and operations.
Representing an organization in critical negotiations with senior government officials, external partners, and stakeholders on matters involving significant policy changes, resource allocation, and transformation of business practices.
Division of Policy Administration & Legal Affairs Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Overseeing work related to administrative hearings, paralegal functions, and Federal and/or state court systems.
Facilitating, processing, and responding to Freedom of Information Act (FOIA) requests and requests from internal and external stakeholders for Unaccompanied Alien Children (UAC) case files; addressing records management matters, including communicating with the National Archives and Records Administration (NARA), drafting and revising records schedules, and ensuring the secure transport and filing of agency records.
Coordinating the drafting, revision, clearance, and publication of agency rulemaking, System of Records Notices (SORNs), and other Federal Register publications.
Collaborating with Federal stakeholders on agency litigation, including drafting and clearing legal memoranda and litigation-related documents, such as declarations, requests for admissions, motions, legal briefs, and settlement agreements, in coordination with agency partners, including the HHS Office of the General Counsel (OGC) and U.S.
