Purchasing Agent

You will serve as a Purchasing Agent and be responsible for procurement to support Base New Orleans, LA and areas of responsibility (AOR) including the acquisition of supplies, services including architect-engineering, or construction. . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Acquisition of supplies, services, or emergency response to procure any commodity/service Acquires wide range of noncomplex services, supplies, and equipment subject to simplified acquisition regulations.

Negotiates and awards purchases that may involve complexities such as professional/technical service orders that consider past performance and/or technical capabilities Monitors progress and status of orders and protects the government's rights by enforcing all terms and conditions Make final determinations on such items as partial payments and final payments, contractor's compliance with contract clauses, price and delivery adjustments. ***Must meet requirements necessary to obtain and maintain a Contracting Officer Warrant up to the $25,000 threshold**.

To qualify at the GS-07 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Managing complete procurement lifecycle, including reviewing purchase requests, Independent Government Estimates (IGEs), developing accurate work statements, soliciting quotes, evaluating proposals, awarding contracts, and administering purchase orders.

Performing price or cost analysis to determine price reasonableness and using negotiation techniques to secure the best possible terms and pricing for the government on pre-award and post-award actions.

Using government commercial purchase cards, blanket purchase agreements (BPAs), simplified acquisition procedures (SAP), delivery orders against existing Federal Supply Schedules, and open-market purchases. Evaluating offers to determine the best value for the government based on price, delivery, and past performance.
