Assistant Special Agent in Charge (Temporary Promotion)

This position is located at the Department of Commerce OIG, Office of Investigations.

As an Assistant Special Agent in Charge (ASAC), you will perform the following duties: Manages investigative activities by reviewing case files for adherence to OIG policies, organizational performance goals, management directives, timeliness, and applicable laws as well as accuracy and thoroughness.

Supervises the proper use and execution of investigative techniques to effectively and efficiently resolve cases. Resolves issues impeding the successful completion of investigations. Provides direct supervision to Criminal Investigators and other investigative staff.

Assigns, prioritizes, and reviews investigative work to ensure proper workload distribution. Develops standard operating procedures for staff and provide advice and instruction to employees on technical and administrative matters.

Identifies and recommends ways to improve production and increase the quality of investigative work and establishes deadlines and priorities for major projects. Reviews work products and counsels on work improvement.

Identifies both formal and informal developmental and training needs for employees; conducts on-the-job training and assigns work as appropriate to develop specific skill sets in each subordinate. Works with subordinates to develop Individual Development Plans.

Writes position descriptions and participates in the selection, assignment, and promotion of subordinate personnel. Assists program leadership in all phases of full cycle recruiting from job fairs, initial sourcing and screening through offer negotiations, placement and onboarding.

Ensures the team's investigative efforts result in criminal prosecutions, civil recoveries, suspensions, debarments, contractual remedies, employee disciplinary actions, changes to Department policies and procedures, and/or the exoneration of subjects.

Oversees and provides guidance to direct reports when conferring with a subject, victim, witness, and/or attorney. Within OI policy guidance, ensures an Investigative Record Form (IRF) is uploaded to all case file documenting consultations.

Coordinates with senior officials on various investigative matters Networks with prosecutors, Department bureaus, law enforcement agencies and other stakeholders to generate investigations, ensure investigations are progressing, and resolve investigations.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

This requires that applicants not exceed the maximum age for entry. The date immediately preceding an applicants 37th birthday is the final date for selection.

The age restriction does not apply to preference eligible veterans or if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special civil service retirement provisions, including early or mandatory retirement.

AND Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.

Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily.

Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.

Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying.

AND Specialized experience is one full year of experience at the GS-13 level, or equivalent that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as an Assistant Special Agent In Charge, including: Directing a comprehensive multi-geographic criminal investigative program that has handled all aspects of the criminal investigative process.

Leading meetings and advising high-level agency officials related to investigative activities, criminal enforcement procedures, and/or issues. Exercising administrative and personnel management authorities or responsibilities for subordinate staff.

In addition to the above requirements, you must meet the following time-in-grade requirement: For the GS-14, you must have been at the GS-13 level for 52 weeks.
