Administrative/Supervisory/Program Management Responsible for the day-to-day operations of the Outpatient Pharmacy section, Pharmacy Service, Martinsburg VAMC.

Pharmacy operations include managing the consolidated inventory program, CITC, the Immediate Need Prescription process, the drug accountability program, CMOP fill and reject management, and the Outpatient Pharmacy controlled substances program (including the Prescription Drug Monitoring Program).

Manages the CMOP program, the drug accountability program, and the controlled substances program for the Outpatient Pharmacy. Coordinates with other departments and agencies to effectively maintain resource accountability. Responsible for enforcement of Service, Hospital, VA, FDA, DEA, State and Federal regulations.

Responsible for assuring that all aspects of drug control, drug accountability and drug security are in accordance with local and national policies. Assures medications are dispensed consistent with Joint Commission standards, VA requirements, and Federal and State Laws impacting Pharmacy Service.

Oversees day-to-day maintenance and operation of pharmacy equipment and automation, ScriptPro, My HealtheVet, etc. Utilizes available reporting functions to optimize the efficiency of these systems.

Works with the management staff to identify areas of rework or waste and develop solutions to streamline processes, save costs, and improve patient care. Develops performance standards that are realistic, challenging, and support the organizational mission, vision, and goals.

Ensures that employees meet performance standards and competencies and identifies areas for improvement as needed. Clinical Promotes a patient-focused, team-based multi-disciplinary model of pharmaceutical care to promote drug prescribing, medication monitoring, and drug laboratory review that assures positive outcomes from medication use.

Enhances current pharmacy system to place pharmacists into an environment of direct patient and prescriber contact, where pharmacists also have unrestricted access to clinical information. Works to establish a system where every patient has an outpatient pharmacist who takes responsibility for the quality of the patient's medication care provided.

This model provides exceptional, timely pharmaceutical care services to all medical center patients.

Assures that pharmacists provide patient medication counseling by verifying patient understanding of the medication, proper medication use, expected outcomes, how to obtain more medication, and how the current prescription will be processed (mail or pick up).

Participates in the provision of pharmaceutical care support services as required, including drug distribution, drug information, database management, and documentation of interventions.

Reviews pending orders/prescriptions and accurately utilizes computer information to verify physicians' orders are complete and appropriate for dose, route, and frequency. Screens orders for incompatibilities, patient allergies, polypharmacy, and drug interactions.

Verifies, prepares, and dispenses sterile intravenous preparations including chemotherapy and high-risk, high-alert medications. Reviews patient medication profiles and assures compliance with medication use criteria established by the Pharmacy and Therapeutics Committee, pharmacy practice guidelines, policies, and procedures.

Works to ensure staff adheres to formulary process so that patients receive the most cost-effective drug therapy. Education Coordinates training for new pharmacists, residents, pharmacy students, technicians, technician students, and volunteers in the Outpatient Pharmacy.

Assesses existing and new staff competencies and identifies additional training and education needs. Promotes a learning organization culture by stimulating innovative and creative thinking in the workplace.

Advocates continual learning for pharmacy employees through participation in in-services, workshops, seminars, and professional organizations to help improve performance and contributions in the health-care process. Participates in self-­development activities to maintain and increase professional competence.

Research Encourages and assists with the development of pharmacy-based research that focuses on pharmaceutical care issues. Uses quality improvement tools and techniques to make data-driven, patient-focused enhancements within the service involving front-line staff in the process.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.

(NOTE: Prior to 2005, ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree programs.

Today, the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet­-Based Test (TOEFL iBT).

Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part 11, Chapter 3, section B, paragraph 16.

NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such licens e by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(()).

Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Grade Determinations: In addition to meeting the basic requirements, you must have one (1) year of creditable experience and demonstrate ALL of the following KSAs: GS-13 Pharmacy Supervisor Experience Requirements: You must have 1 year of creditable experience equivalent to the next lower grade level (GS-12).

Examples of specialized experience include but are not limited to: handling routine medication-related activities in accordance with local, Veterans Integrated Service Network (VISN), and national policies and regulations. reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, nonformulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution.

Professional pharmacy practice; communicate orally and in writing to both patients and health care staff; knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security; monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

AND Knowledge, Skills and Abilities (KSAs): In addition to the experience listed above, the candidate must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.

Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: Minimum of two years of experience in Pharmacy Management. The full performance level of this vacancy is GS-13. Physical Requirements: The position requires walking, standing, moderate lifting (up to 44 pounds), bending, and prolonged periods of sitting, as well as the emotional stability to handle stress, deadlines, and various problem situations.
