This position serves as the Executive Operations Manager with the Federal Aviation Administration (FAA), Office of Policy and Strategic Engagement (APL), Office of National Engagement and Regional Administration (ARA), Executive Operations Team, ANM-30.
The position supports the Office of the Regional Administrator (RA) under the supervision of the Deputy Regional Administrator (DRA) and is responsible for managing the Executive Operations Staff.
Duties and responsibilities include: Serves as a senior member of the regional management team, advising the RA/DRA along with senior managers and stakeholders in the service area on matters pertaining to assigned program areas, particularly shared services functions.
Performs agency and organization strategic planning to execute the organization's mission, establish priorities, justify resources and effectively communicate work requirements to subordinates and customers of the shared services organization.
Manages and provides direct supervision to team leads and bargaining and non-bargaining unit staff and coordinates work with other organizations on matters in which there may be conflicting goals or where work of subordinate units may adversely affect the other organizations' operations or programs.
Oversees facility management space, warehouse and mail operations and makes decisions on building services matters to include working directly with General Services Administration and building owners, where applicable.
Represents the RA, DRA and the FAA in dealings with Congressional officials and staff, representatives of foreign governments, aviation community, industry officials, media and the general public on a variety of aviation related matters.
This includes providing support to other FAA organizations in the region, integration of FAA administrative activities within the region, responses to Congressional, Privacy Act, aviation incidents and accidents and similar matters.
May serve on ad-hoc management groups and perform special projects to include conducting studies and developing plans, policies, procedures, guidance and documents on operational and administrative matters and technical issues not covered by established procedures or precedents. Other Service Center Regional duties as assigned by the RA/DRA.
Provides program oversight responsibilities for: Administrative functions to ensure effective utilization and optimization of personnel resources; Budget and financial management to include budget formulation and execution, preparation of budget submissions and justifications for required resources to achieve the organization's mission objectives within approved allocated budgets.
This position requires that the incumbent obtain and maintain a secret clearance.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Knowledge of FAA programs' policies, operations, and administrative programs. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
