Victim Notification System Operations Analyst

Legal Programs is responsible for providing management support, assistance and advice, and policy guidance regarding legal process and procedures for the United States Attorneys in a wide variety of program areas, including: affirmative civil enforcement, appellate, asset forfeiture, bankruptcy, border and immigration, child exploitation, civil defensive litigation, civil rights, eDiscovery, financial litigation, health care fraud, human trafficking, narcotics, Native American issues, victim­ witness, and violent crime.

Legal Programs coordinates all aspects of these programs, including training, funding, legislation, administration, outreach, and programmatic assessment.

Legal Programs also develops and promotes policies and procedures to improve the effectiveness of these programs and serves as a resource for the United States Attorneys' offices (USAOs) on legal and administrative issues affecting the programs.

In addition, Legal Programs provides advice and support for various subcommittees and working groups of the Attorney General's Advisory Committee of United States Attorneys.

General duties VNS position include: Identifies and analyzes issues, problems, and challenges facing Victim Notification System (VNS); formulates and evaluates possible courses of action for resolving challenges; draws conclusions based on relevant facts; and recommends solutions to management.

Develops, selects, adapts, and employs qualitative and quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of the structure of VNS; management policies, practices, and procedures; and administrative operations, processes, and mechanisms.

Evaluates program requirements and information required to assess practices and develop recommendations to improve information reporting systems. Advises managers and program officials on VNS management or policies and procedures.

Carries out projects related to VNS that involve working with other EOUSA staffs and leadership, other DOJ components and leadership, and the USAOs. Responsibilities will increase and assignments will become more complex as experience progresses.

In order to qualify for this position, you must meet the specialized experience requirement. GS-12 Specialized Experience: To be eligible at the GS-12 level, you must have one full year of specialized experience equivalent to the GS-11 in Federal Service.

Specialized experience is defined as utilizing and operating the Victim Notification System (VNS); assisting with data collection and analysis related to victim notification; and participating in the preparation of reports and correspondence associated with Victim Notification System (VNS) operations.

GS-13 Specialized Experience: To be eligible at the GS-13 level, you must have one full year of specialized experience equivalent to the GS-12 in Federal Service.

Specialized experience is defined as providing comprehensive Victim Notification System (VNS) accessibility and usability oversight; responding to victim-witness inquiries and resolving system-related issues; and offering guidance on policies and procedures governing the Victim Notification System (VNS).
