Attorney Advisor (General)

The incumbent develops, recommends and administers the policy and licensing programs relating to electronic media, including cable television, broadcast television and radio in the United States and it territories.

This position will, among other things: (1) conduct rulemaking proceedings concerning the legal, engineering and economic aspects of electronic media services; (2) conduct comprehensive studies and analyses concerning the legal, engineering and economic aspects of electronic media service; (3) resolve waiver petitions, declaratory rulings and adjudications related to electronic media services; and (4) process applications for authorization; assignment, transfer and renewal of media services, including AM, FM, TV and the cable TV relay service.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience. A. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

Specialized Experience For the GS-14 position: Applicant must possess at least three years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-13 grade level in the Federal service performing the following: Interpreting communication laws, statutes, regulations and/or rulemaking documents; Analyzing legal issues including weighing implications, identifying potential problems and proposing solutions; Writing documents to include briefs, issue papers, and report summaries with analyses and recommendations; and Representing an organization and communicating its policy and/or legal position.

For the GS-15 position: Applicant must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 grade level in the Federal service performing the following: Providing legal advice and guidance on federal, state, or congressional statutes and regulatory rules relating to legislation of telecommunications issues; Preparing comprehensive legal documents including reviewing and editing documents drafted by others; Analyzing, interpreting, and presenting findings and recommendations on complex legal issues related to legislative telecommunications, regulatory policies; Making oral presentations, communicating legal research results, and defending legal positions at all levels of authority; and Interacting with individuals at all levels of authority.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SME REVIEW Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA's): Knowledge of Commission's rules, regulations, Communication Act of 1934 as amended by the Telecommunications Act of 1996 and policies.

Ability to write clearly, concisely, and in an organized manner with conclusions supported by relevant, legal facts and analysis. Ability to communicate orally on issues related to media regulation. Ability to analyze legal issues, weigh implications and identify potential problems.
