As the Deputy General Counsel (Civil Works), acts for, assists, and serves in discharging all the responsibilities of the General Counsel, Principal Deputy General Counsel, and the Senior Deputy General Counsel for Installations, Environment, and Civil Works pertaining to the U.S.

Army Corps of Engineers and civil works program which includes navigation, flood and storm damage reduction projects, Clean Water Act regulatory program; the acquisition, management, and disposal of civil works lands and national resources; and the overall protection of the environment.

Advises the Assistant Secretary of the Army (Civil Works), and the Deputy Assistant Secretaries of the Army for Civil Works and their staffs on issues of national and international significance concerning the use and development of the nation's navigable waters, management of civil works lands and other resources, and the overall compliance with environmental laws.

Issues regularly involve relations between the Army and other federal agencies, state and local government, as well as private citizens. Renders advice concerning the relationship between the executive and legislative branches, and other intra-governmental matters arising from the Army's dealing with other federal and state agencies.

Participates in the formulation of policy concerning Army civil works programs; drafts and interprets legislation and identifies legal problems.

Performs legal reviews of documents and extensive research into legislative histories and relevant case law; and prepares legal opinions providing answers, solutions and advice concerning civil works, national resources, real property, and related environmental matters.

Provides support to the General Counsel, the Principal Deputy General Counsel, and the Senior Deputy General Counsel for Installations, Environment, and Civil Works in the presentation of Army positions before Congress, Office of Management and Budget, Environmental Protection Agency, Department of Justice, other federal agencies, and in negotiations on civil works, national resources, and environmental issues with state and local government agencies.

Serves under the general direction of the Senior Deputy General Counsel for Installations, Environment, and Civil Works. Guidance is received in terms of broad plans, policies, and programs of the Department of the Army. Supervises Office of the General Counsel attorneys supporting the civil works mission.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification. TQ: Demonstrated executive-level legal experience and expert legal leadership in advising senior-level officials on civil works regulatory programs, environmental law, and natural resources management.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
