As a Lead IT Specialist (Applications Software), you will perform the following duties: Plan, develop, and implement application architecture including web-based applications and application program interfaces (APIs), related to data acquisition, digital workflows, and cloud applications.
Work with science and engineering project teams to create solutions in support of the collection of Aircraft Operations Center (AOC) navigation and remote sensing systems data. Advise on and develop solutions to aircraft system issues.
Recommend system improvements, optimization and maintenance for operational efficiency, risk management and contingency planning for mission applications. Ensure software and system quality and functionality and integrate components. Lead the design, coding and testing of systems and upgrade code.
Serve as a senior expert and consultant to ensure the rigorous application of cybersecurity policies, standards, guidelines, and regulatory requirements to deliver application systems and software services. Develop new plans, techniques, or policies to include playing a lead role in drafting new policies, processes and procedures.
Perform a full range of Team Leader functions, ensuring that the office's strategic plan, mission, vision and values are communicated and integrated into the strategies, objectives, work plans and work products and services. Provide advice on work methods, practices and procedures, and assist in identifying the parameters of a viable solution.
Identify, distribute and balance workload and tasks among employees in accordance with established skill level.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).
Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the 2210 series: IT COMPETENCIES: For all position's individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service.
Specialized experience MUST include all of the following: Participating as a full-stack developer in building and maintaining the front-end and back-end of a website or application; Maintaining or writing code utilizing HTML, CSS, JavaScript, Python, C#, JAVA, Maven, git, AlmaOS and ASP.NET Core web framework; Performing Information Technology (IT) activities to enhance or optimize a real-time sensory data acquisition system; and Overseeing the work of others to include assigning work, setting priorities, and reviewing, evaluating, and providing training to team members.
