Lead cross-functional product teams through the full product lifecycle to design, develop, deliver, and improve IT products and services that meet mission and user needs.

Analyze customer and stakeholder needs to define business and technical requirements, translate requirements into user stories, and recommend effective IT solutions and process improvements.

Manage product strategy, roadmaps, priorities, releases, risks, resources, schedules, and performance metrics to ensure successful delivery and continuous improvement of digital products.

Engage customers and stakeholders through research, usability testing, feedback, demonstrations, briefings, and other activities to inform product direction and improve user experience.

Advise leadership on complex IT, product, and systems issues by evaluating performance data, identifying weaknesses, recommending solutions, and integrating security, compliance, and accessibility throughout delivery.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Overseeing the operation or maintenance of healthcare systems; AND Coordinating data from multiple systems in a centralized analytics platform; AND Working with stakeholders to resolve data quality or system related issues.

AND You must possess IT-related experience demonstrating each of the competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Note: Clients and customers include any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government.

Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
