IT SPECIALIST (PLCYPLN/NETWORK SERVICES)

As an IT SPECIALIST (PLCYPLN/NETWORK SERVICES) (GS-2210-12) you will serve as unit level manager/monitor for telecommunicationsystems plans, policies, procedures, and program management for the Eastern Air Defense Sector(EADS) Plans Section (SCXP).

Also, serves as the Communication and Information Systems (SC)Configuration Manager (CM) and liaison between the SCXP section and EADS InformationAssurance (IA) team, providing communication link with higher headquarters and detachment CMs and plans teams.

GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.

Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have one year specialized experience equivalent to at least the next lower grade.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Experience leading a team to review plans and orders to include: Contingency Plans (CONPLANs), Operational Plans (OPLANs), Operations Orders (OPORDs), Execution Orders(EXORDs) etc. from the communications perspective. Prepares or reviews all Annex Ks to ensure communications considerations are addressed. Also, performs other duties as assigned.

Experience implementing telecommunication programs and special projects. Serves as a project management officer responsible for the successful implementation of various telecommunications programs/projects.

Experience coordinating the preparation of and reviews telecommunications statements of work (SOW) and performance work specifications (PWS) for contracts. Experience implementing Configuration Management program.

Experience participating in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Experience developing and maintaining a strong project planning program.

Reviews project plans and specifications to ensure adequate analysis and justification of requirements, realistic cost estimates, scheduling, and consideration of all associated constraints and restraints. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

Presents clear, concise and well-structured oral presentations that address the designated issues. Serves as liaison between SCXP and the Information Assurance personnel.

Understands Information Technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle.
