At the GS-12 you will perform developmental duties as assigned. At the full performance level (GS-13), you will perfom the following:
You will develop security policies and procedures to ensure Information System (IS) reliability and accessibility to prevent and defend against unauthorized access to systems, networks, and data.
You will develop master contingency plans and disaster recovery procedures for all Information Systems.
You will support the Command Information Officer (CIO) in managing the Echelon II duties for Department of the Navy Safety Management and Reporting IT portfolio.
You will review and recommend purchase of all IT assets.
You will support development and maintenance of the Certification and Accreditation packages for Naval Safety Command Programs of Record.
You will manage Information Assurance Vulnerability reporting and Scan reporting for Naval Safety Command Programs of Records and customer assets.
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience includes the following; 1) Ensures confidentiality, security, integrity, and availability of information systems, networks, and data through planning, analysis, development, implementation, maintenance, monitoring, and enhancement of systems, programs, policies, procedures or tools. 2) Conducts risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. 3) Maintains command compliance with IT acquisition management policies and procedures and reviews and recommends purchase of IT assets. 4) Advises programs on IT budget, auditing the program and ensuring the rigorous application of information security/assurance policies, principles and/or practices.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

In addition to the above, for each grade level you must meet the following competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
IT-related experience demonstrating this competency include: Analyzing and resolving a variety of complex, often unprecedented, technical, administrative, and cybersecurity issues related to the full lifecycle of IT services and assets. 2.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; IT-related experience demonstrating this competency include: Liaise effectively with site IT representatives, third-party vendors, and IT support teams to ensure seamless service delivery and provide mentorship. 3.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
IT-related experience demonstrating this competency include: Articulate service needs, provide mentorship and authoritative guidance to IT representatives. 4. Problem Solving - Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include: Providing expert-level guidance for the most complex technical problems related to hardware, software, network, system/application access, and telecommunications.
