IT Specialist

Serves as a Senior Subject Matter Expert (SME) collaborating with Department stakeholders to ensure short-term and long-term strategic goals for IT software sourcing.

Serves as a Contracting Officer's Representative (COR) as required for assigned major contract(s) to potentially include any future agreements.

Carries out COR responsibilities as documented in the FAR and Department supplements.

Manages the Software Asset Management (SAM) program; SAM manages software that is identified and housed in the Configuration Management Database (CMDB).

Serves as a senior DT Project Manager.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Knowledge of the principles, methods, and tools used to design systems that perform human intelligence functions.

Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience providing leadership technical advice, guidance, and recommendations to management and other technical specialists on agreements, purchasing/acquisitions, and other critical IT issues.

Experience with the Project Management Book of Knowledge (PMBOK), IT Strategic Planning and Office of Management and Budget (OMB) policies, and regulations.

Experience working with peers and leadership to identify and codify requirements NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
