The Administrative Office of the U.S. Courts, Case Management Modernization (CMM) Program Office seeks a skilled and self-motivated Test Data Manager. The Test Data Manager plans, provisions, and governs test data sets that enable reliable functional, regression, and user acceptance testing (UAT) across CMM.

Additionally, the Test Data Manager coordinates with build pods to supply data ready for UAT, aligns test data practices to environment needs, and supports quality gates by ensuring test data is available, traceable, and appropriate for the intended testing purpose.

The duties of this position include, but are not limited to: Defining and executing CMM's test data approach across environments, including refresh cadence, provisioning workflows, definitions, evidence expectations, and dataset versioning.

Coordinating with data platform and integration teams to generate, transform, and stage test datasets aligned to build pod requirements and UAT plans. Implementing safeguards for sensitive data usage in test environments, including synthetic/anonymized data practices where required.

Maintaining test data inventories and requesting intake so pod teams can access the right datasets for sprint testing and regression coverage. Resolving test data defects (missing values, referential gaps, stale extracts) and partnering with engineering colleagues to prevent recurring issues.

Providing UAT data and coordinating data readiness checkpoints as part of broader release readiness activities. Developing standards of operation for handling and archiving data. Evaluating the design, selection, and implementation of database changes to ensure data integrity and security.

Ensuring data and information security by integrating and upholding digital security systems.

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience in each of the following: Leading, defining, and executing test data approaches across environments, including refresh cadence, provisioning workflows, definitions, evidence expectations, and dataset versioning.

Leading the coordination with data platform and integration teams to generate, transform, and stage test datasets aligned to build pod requirements and user acceptance test plans.

Maintaining test data inventories, including resolving test data defects (missing values, referential gaps, stale extracts), and partnering with engineering colleagues to prevent recurring issues. Preferred qualifications include experience: Managing enterprise test data strategies across multiple environments and teams.

Data masking, synthetic data generation, and controlled access patterns. Collaborating with data engineering, integration, and application delivery teams. Creating clear, auditable test data documentation and operational procedures. Databases and data formats (SQL, CSV, XML, JSON).

One or more of the following certifications is highly desired: International Software Testing Qualifications Board (ISTQB) Certified Tester Foundation Level (CTFL) ISTQB Test Manager Certified Software Test Professional (CSTP)
