Lead the development and implementation of FSIS’s Business Intelligence (BI) strategy and datalake architecture.
Conduct and oversee business and requirements analysis, including anticipating organizational information needs and identifying areas for improvement.
Provide technical leadership for developing, reviewing, administering, maintaining, and supporting FSIS BI tools and datalake systems in compliance with USDA policies.
Direct development of high-quality, secure data products and ensure accessibility and data-sharing capabilities.
Collaborate with OCIO branches, centers, and external stakeholders to evaluate and justify the feasibility of IT solutions.
Assess and oversee performance optimization of applications, databases, data warehouse systems, and analytics.
Introduce and apply new software development technologies and solutions to meet current and emerging agency needs.
Plan work for subordinates, set priorities, and establish schedules.
Assign work based on priorities, assignment difficulty, and employee capability.
Develop methods to improve production or increase work quality.
Delegate responsibilities and hold subordinates accountable for performance.
Initiate and approve overall program planning for the Branch, including operational direction and policy setting.
Evaluate feasibility of technical recommendations with broad impact on FSIS operations
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level in the federal government) that demonstrates: Developing, modifying, and updating new and existing policies, procedures, and strategies for the business Overseeing business and requirements analysis program, business intelligence (BI) strategy, datalake architecture and data management Manages the administration and maintenance of datalake architecture and BI tools to support governance, auditing, data sharing, business analysis and reporting In addition to the above specialized experience requirements, applicants will undergo a structure resume review to determine whether they meet the Individual Occupational Requirements (IOR) of the 2210 series.
Successfully completing the 2210 series USAHire assessment with a passing score will be used as proof of possessing the necessary proficiency in the following competencies: Customer Service Decision Making Interpersonal Skills Problem Solving A panel of subject matter experts will review your resume to determine if you meet the minimum proficiency level (as defined by the 2210 series IOR) for the following competencies: Attention to Detail Information Management Oral Communication Teamwork Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
