Directs IT workforce: Manages and directs complex large-scale projects designed to operate, maintain, and upgrade multiple integrated hardware/software EW TTAO C2 IT systems.

Serves as unit Information System Security Manager (ISSM): Applies IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, accountability of information system resources and information processed throughout WPC DET 3's EW TTAO C2 IT systems' life cycles.

Manages unit's EW TTAO IT C2 systems configuration management (CM): Responsible for ensuring configuration documentation and maintenance of CM database.

Participates in research, tests, and evaluation of systems, software, and equipment to determine new EW TTAO IT C2 systems or modifications to existing systems: Conducts analyses to determine optimum location and utilization of new equipment/systems.

Serves as the government Communications Security (COMSEC) Manager: Maintains accountability and government responsibility for sensitive cryptographic materials and related COMSEC information.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: applying complex IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment; perform IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing; execute IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support related mission activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles. 2. Knowledge of customers' business processes and operations to anticipate and refine functional requirements. 3.

Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods. 4.

Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements. 5.

Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements. 6. Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs. 7.

Knowledge of a full range of IT security principles, concepts, practices, products and services, methods for evaluating risk/vulnerabilities, implementing risk mitigation, and disseminating IT security tools/procedures. 8.

Ability to communicate effectively orally and in writing, cope with frequent and substantial changes in volume of work, priorities, and deadlines, and work with others in accomplishing programs and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
