At the full performance level of this position, you will: Plan, organize, and direct the unit's activities to ensure legal and regulatory compliance and meet customer needs, incorporating change management and developing systems, tools, and strategies for air quality program use.
Exercise supervisory personnel management responsibilities to promote an environment that empowers employees to participate in and contribute to effective mission accomplishment. Represent the Agency to stakeholders by building effective working relationships, providing policy and procedural guidance, and resolving issues as they arise.
Design, develop, implement, and operate air quality data management systems. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

To qualify for the GS-14 level, you must meet the minimum proficiency level for each of the following required competencies: Attention to Detail (Level 4 - Advanced) Customer Service (Level 4 - Advanced) Decision Making (Level 3 - Intermediate) Information Management (Level 4 - Advanced) Interpersonal Skills (Level 4 - Advanced) Oral Communication (Level 3 - Intermediate) Problem Solving (Level 4 - Advanced) Teamwork (Level 4 - Advanced) Technical Competence (Level 4 - Advanced) In addition, you must have the equivalent of 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as providing technical advice related to advancing system efficiency strategies to streamline air quality-related data reporting and processing; advancing modernization strategies to improve air quality data management systems and tools; and coaching or mentoring others.
To qualify for the GS-15 level, you must meet the minimum proficiency level for each of the following required competencies: Attention to Detail (Level 4 - Advanced) Customer Service (Level 4 - Advanced) Decision Making (Level 3 - Intermediate) Information Management (Level 4 - Advanced) Interpersonal Skills (Level 4 - Advanced) Oral Communication (Level 3 - Intermediate) Problem Solving (Level 4 - Advanced) Teamwork (Level 4 - Advanced) Technical Competence (Level 4 - Advanced) In addition, you must have the equivalent of 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as providing leadership, oversight and/or recommendations on system modernization strategies and tools for air program use; advising teams, stakeholders and/or senior leadership on air quality data management systems to support internal and external access and usability of air quality data; and leading workgroups, projects or programs.
