Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies.
Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Defines, plans, and organizes assigned resources to accomplish organizational objectives.
Allocates resources to accomplish small work-activities within established schedules. Contacts are internal and external. May act as a key technical point of contact for assigned activities.
Contributes to the preparation of management/technical reports or contractual documents, and may be called upon to communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.
Plans and conducts complex systems analyses and other studies necessary for evaluating work processes, facilities layout and organization of personnel and facilities within the varied industrial and non-industrial organizations of the FAALC. Prepares associated technical reports to document findings and recommendations.
May be required to present these findings and recommendations to management in formal and informal briefings.
Provides professional engineering advisory service to management/supervisors, and applies appropriate scientific methods and techniques, such as time and motion studies, work sampling, work simplification, queuing theory, or simulation to an objective determination of optimum allocation of personnel and other resources in a wide variety of operational conditions and skills.
May be required to conduct training sessions concerning the scientific approach to methods, studies and work measurement techniques.
Identifies and selects critical workload factors, collects historical and quantitative data on work volume and related work-hours; correlates and analyzes such data in the process of validating relevant importance of all work elements or components that comprise a work center engaged in producing key products, services, or work units.
Observes and evaluates organizational structure, functional responsibilities, work conditions, physical facilities, work processes or operating techniques and related activities to assure current job knowledge and understanding of organization interrelationships as related to matching staffing needs to workload requirements.
Applies project management principles and methodologies. Directs the development and application of project charters and plans to develop requirements analysis, proposal preparation, and plan negotiations. Supports modifying facilities and creating new facilities, by working with FAA personnel and through contractor resources.
Coordinates with FAALC organizations, Management and the center-wide facilities organization. Supports negotiating with the Union. Supports planning, providing, designing quality improvement initiatives for the FAALC. Supports implementing, testing and maintaining an automated based Quality Management System (QMS).
Collaborates with other groups and divisions on the functional requirements and performance characteristics of the QMS in support of the organizational quality objectives.
Provides technical expertise in support of the requirements of ISO 9001, to include quality planning, document control, data collection and reporting, internal auditing and continuous improvement. Provides engineering support for systems/equipment used at the FAALC.
Provides engineering support for systems/equipment used for the NAS, other agencies and at field sites. Performs other duties as assigned.
Individual Occupational Requirements for Professional Engineering Positions along with the Group Qualification Standard for Professional & Scientific Positions. BASIC REQUIREMENTS: Applicants must show completion of a four-year course of study in an accredited college or university leading to a bachelor's degree or higher in engineering.
To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under Basic Requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in Basic Requirements.
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor¿s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
In addition to the basic requirements outlined: All applicants must demonstrate one-year of SPECIALIZED experience equivalent to the next lower grade. For the FV-I FG/GS-13 level, applicants must have one-year at the FV-H or FG/GS-12 level in the federal service.
SPECIALIZED experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform duties of the position and that is typically in or related to work of the position to be filled.
To be creditable, SPECIALIZED experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE include: experience with setting and developing workforce staffing plans and/or staffing standards using industrial engineering and simulation techniques.
