You will design and conduct studies and analyses of Human Resources Programs. Studies require the application of a comprehensive knowledge of organization/mission programs.
You will prepare and present briefings to provide status updates, identify potential problem areas, and to present findings, recommendations, and results of studies, analyses, and special projects.
You will develop Staffing guidance in the form of Standard Operatizing Procedures (SOP), Internal Operation Procedures (IOP) and leads or assist leadership with conducting studies in the command Recruitment and Placement (RP) program.
You will provide advice/guidance in recruitment/staffing, basic employment policy, appointment authorities, affirmative employment programs; RIF, EEO objectives, Federal merit system; DoD Priority Placement Program, Reemployment Priority List.
You will provide staff level advisory on significant position classification problems or issues.
You will classify AcqDemo and GS positions, determining pay plan, title, series, and grade, and secure additional classification information and assist management in preparing supplemental classification documents.
You will perform, participate, and on occasions, lead broad and difficult classification projects and studies, and assess, analyze, and evaluate the delivery of position classification and position management programs.
You will serve as staff advisor and consultant on the LMER program, and work in concert with the general counsel office to develop, recommend, coordinate and implement command-wide policies and programs.
You will provide solutions to complex problems with command-wide impact dealing with a variety of labor and employee relations issues, and attend union and management meetings when required.
You will serve as a member of management negotiating team, meeting with union negotiators to establish ground rules for negotiations
You will develop and write management proposals and counter proposals, change initial proposals with the union, analyze union proposals to determine the ramifications, and develop negotiating strategies,.
You will coordinate with management officials on proposals, research case law, and provide advice and assistance on the impact of negotiated labor agreements on day-to-day operations.
You will provide policy guidance and interpretation to the staff of all organizational elements dealing with labor unions.
You will analyze frequently changing conditions in on-going labor-management relations in all appropriate organizational elements, and relate findings to a total evaluation of NAVSEA programs.
You will serve as resident expert and staff advisor and consultant for the workforce development program, and be responsible for the development and execution of a comprehensive command training and professional development program.
You will develop and issue guidance in the form of regulations, policy, and program objectives, and plan, develop, and evaluate current and anticipated training needs, and formulate an annual Command master training plan.
You will market and communicate training opportunities and services provided.
You will manage training administration systems to ensure data integrity and to provide comprehensive and reliable documentation and reporting of training measures and training costs.
You will cultivate sources for training and develops partnerships with business, industry, and academia to ensure that the command workforce has the knowledge-based skills and tools to succeed.
You will lead/participate in Drug-Free Workforce Program, Furlough, Permanent Change of Station, Reemployed Annuitant Program, Student Loan Repayment Program, and Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay open windows.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector providing advisory services to management on civilian disciplinary actions and performance issues, researching basic facts, regulations and legal precents to resolve employee and labor relations disputes."
